The Water tool softens colour edges. An average colour value is formed from the set tool size and other parameters. The resulting colour shade is distributed over the same area with the set intensity and taking into account the values set for sharpness, size and noise of the tool. Note that water does not "smear".
Note: The edge of the picture is always assumed to be white by this tool.
